Resolve "Action - Email Module - Alert when no reps are chosen"

Update system to check if reps are chosen

On the 'validate' button we can :

• Create a new function that checks if there are people selected
• If so, launch the functions normally
• If not, don't display the form but a modal saying the user hasn't chosen anyone

New system displays modal
