Law detail page v1 + listing improvements

What

Law detail page v1 — replaces the coming-soon placeholder:

  • Header: law name + chips (legislature, procedure type, topic, statutAdoption)
  • Key info: organe référent, initiateurs, rapporteurs (collapsible "Voir les X acteurs du dossier"), dateDernierAct
  • Timeline of actes législatifs sorted by order_id, recursive children (acteLegislatifEnfant)
  • Description block + AN/Sénat external links (titreChemin/senatChemin)
  • Loading/error/retry UX preserved (Task + countdown + navigate back)

Law listing improvements:

  • law-cards-grid layout replacing generic list-display
  • cards show organe référent, procedure, formatted fr date

Back buttons (detail + error states): now use the house underline backlink sm pattern with xs icon — consistent with action-detail — instead of the oversized primary-CTA-style button.

Notes

  • New stylesheet src/scss/src/pages/_law-detail.scss, imported ?inline by both law components
  • npm run build passes (exit 0)
  • Related ticket: #208 (missing detail pages)

Test notes

  • Spot-checked: law with actes, law without actes, law with rapporteurs, non-catégorisé topic
  • Dev stack: backend :8000 + vite :5173, data from local DB (3063 laws, fresh AN open-data import)

(diff is computing — GitLab mergeability check was queued behind the Sidekiq backlog; commit 75927c02 is verified present on the source branch)
