chore: remove Safari warning modal (moot — mailto fixed)

Scaffold Digital Fleet requested to merge chore/remove-safari-modal into risefor_main/master

Removes the Safari warning modal ("Safari nous pose quelques soucis 😰") — moot since !65 (merged) fixed the actual mailto bug on Apple devices.

  • BasePage loses displaySafariModal, _displaySafariModal/_closeSafariModal/_isSafariModal (the auto-call was already commented out) and the modal template; render is now main + footer + international-law-compliance modal.
  • Unused isSafari/isAppleDevice import dropped from BasePage (helper stays in open-outbound-links.ts).
  • All 8 BasePage subclasses untouched — they only implement pageContent().
  • tsc: no new errors.

Side note: investigating this modal surfaced the iOS-only header bug family we're tracking live — this cleanup removes one of the remaining position:fixed-adjacent behaviors on Apple devices but is not the header fix itself.
