Email Confirmation - Representative contacted

Currently When a user contact an email they are place in CC and that's about it.

On the front end, the 'success' window appears regardless of server side error (due to pop up system dev'd with VoxPublic)

Review system

1. Remove users from 'CC', make sure they're still in the reply-to
2. After the email has successfully sent, send an confirmation email to user
