Front-side companion to palestine/risefor-lobbying !2 (merged). Brings upstream risefor_main/master (vote-hemicycle/vote-recap-scrutin fixes from the !39-!42 wave) into the palestine front fork.

  • merge clean (no conflicts)
  • npx vite build verified exit 0 (265 modules, dist 5.4MB)
  • no fork-owned components touched (home-custom etc. untouched)

Pairs with the lobbying MR — land lobbying first (migrations), then front.
